Rice paper is paper thin and can be used for wrapping, decoupage, moulding, painting, mixed media projects and more.  
Cut or tear your piece, or wet first for a feathered edge, apply a water-based glue to the back and place on to your chosen surface.  Use a tool or finger tips to smooth out from the centre, once dry you can add paints, ink, glitters or varnishes.
